WELCOME!
National Quemoy University Chinese Language Center (hereinafter referred to as the CLC) was established in 2017. CLC will allow freshmen to experience the beauty of the tones, text, and word structure in Chinese language. CLC will also let the freshmen learn the initial Chinese pronunciation, spelling, word recognition, reading, and typing. Our course is combined with daily life applications, so that students can apply what they have learned in class in real life. As the result, students can integrate into local society and life more quickly.
General Principle
CLC reserves all the rights to verify entry admission, fee payment, placement, class transferring/switching, class merging, grade retention or promotion, withdrawal, refund, qualification of next term registration, grade report, and course completion.
General Regulation
If the student has the following circumstances, CLC has the right to expel the student from school immediately without refund of the tuition fee.
- Those who have intimidated, threatened or acted violently towards the instructors, staff members or other students.
- Those who intentionally damage the public property of the school, violate public safety, and affect the safety of others.
- Those who make loud noises in campus that affect the tranquility of the campus or disrupt the public.
- Violating laws related to sexual harassment and sexual assault, harassing others, or doing verbal attacks affecting others.
- Those who maliciously attack or spread false statements to affect the reputation of faculty members without verification of facts.
- Those who have been notified as illegal migrant workers.
- Those who submit fake, forged, borrowed, or altered documents for any purpose.
- Those who violate the laws of Republic of China, notified by law enforcement agencies or sentenced by the court.
- Those who are absent for more than 1/3 of the overall meeting schedule.
- Other misconducts (including poor attitude in class) that are considered inappropriate for continuing the study at our university.

Regular Chinese Language Program(RCLP)
Regular Chinese Language Program (RCLP) is designed for students who study Chinese as a second language. A new term starts in the beginning of February, May, August and November every year. The classes are divided into 6 levels, from introductory Chinese to advanced Chinese. All classes are taught in Chinese. The courses are taught for 3 hours a day. The long-term courses are 150 hours in total for 10 weeks. The course for the primary class includes listening, speaking, reading and writing classes, focusing on the cultivation of oral and conversational skills. The intermediate class and above will gradually strengthen the writing ability and the use of written language. The intermediate and advanced classes will learn news, ideological and cultural textbooks. The courses of all levels include regular cultural visits and group activities to encourage international students to interact with Taiwanese students and experience Chinese culture.

Studying Regulation
一、Have your own Chinese Name
Within the first week of the course, please ask the teacher to pick up a “Chinese name” for you and complete the registration at the Chinese Language Center (R323). NT $ 1,000 will be charged for late registration or modification.
二, Regular Course Completion Requirement
(A)Attendance rate reaches at least 80%, AND
(B)Score reaches at least 70 points.
Failure to meet any of the mentioned criteria is considered repeating.
三, Attendance Regulation
- Total class hour per semester(10 weeks)is 150 hours. To receive the certificate of course completion or the transcript, students must attend at least 80% (120 hours) of the study program.
- Deduction Rule:
- Being late (within 15minutes): deducting learning attitude points.
- Leave or absence, deducting points on the conducted evaluation.
- Out of the classroom for more than 15 minutes per class, deducting points on the conducted evaluation.
- There will be no class on public holidays as announced by the Central Personnel Administration, and there will be no make-up class.
- The class will be canceled if there is a natural disaster announced by the Central Personnel Administration, and there will be no make- up class.
- CLC is responsible to notify the Ministry of Education, Ministry of Foreign Affairs, National Immigration Agency and other relevant units for any changes in student’s enrollment status in accordance with the regulations.
四, Leave Policy
- Students are required to provide “leave form” and other relevant supporting documents for any personal leave (i.e. entry / exit stamps on passport, medical documents, diagnose certificate, etc.). Those who take sick leaves for or more than 3 consecutive days must provide relevant medical documents. Each missed class will be accumulated to the total number of absence hours.
- According to the course completion requirement (page 9), students must attend 80% (120 hours) or more of the study program to obtain the certificate of course completion.
- Any absence might result to the rejection in applying for visa extension or ARC. Students who failed in applying for their Visa or ARC due to their absence in school, should take the full responsibility for the consequences.
五, Transferring Class
- For those who have paid the course fees and want to change their level, they can fill in the “Application Form for Transferring Class” to the Chinese Language Center (R323) within the first week of the course (within 5 business days). The process will be completed after the application form has been reviewed and evaluated by CLC as well as getting signed and approved by the teachers of the original class and the new class. Any overdue request of changing class will not be accepted.
- The application for transferring class can only be done ONCE.
- Once you have successfully transferred out, you cannot request to be transferred back to the original class; and it may be impossible to transfer out or in due to the full class quota.
- A cost of NT$ 1500 will be charged for switching class at the same course level.
- CLC reserves the right to verify all transferring applications.
六, Grade evaluation and renewal restrictions
- For those who have continuously studied in the same level for two consecutive semesters but still failed to enter the next level, will be denied to continue the study.
- Participants who attended less than 120 hours will not be able to issue transcript.
七, Transcripts or Certificate Application Specifications
After the semester is over, students can apply for a transcript or certificate of completion if they meet the completion requirements. Time and fee required to do the application are summarized as follows:
- Transcript:Each application fee is NT $ 50. The transcript can be picked up in the same day as the application day; if you need transcript of the current semester, please apply again after the end of the semester. It takes 5 working days.
- Certificate of Course Completion:Each application fee is NT $ 300 and it takes 4 weeks to process. The application qualifications are based on the completion standard explained in page 9. (If you apply within one week after completion of the course, you need to wait for a week of business days)
Please fill out the application form at Chinese Language Center (R323).
- Notice:If student cannot pick up the transcript or certificate in person, or the documents need to be sent by post, please attach a self-addressed envelope along with the application (the postage approximately costs NT$240〜NT$ 520, the fixed price depends on the country and region, post office announcements can affect the cost), and CLC will send it to student’s designated address.
Note :
Application Rules for Grade Review
If students have doubts about the semester’s results, they can submit a copy of the written transcript and “Application for Review of Results” (the following table) to the Chinese Language Center (R323) to apply for a review. After receiving the written application, CLC will further review the students’ class conditions and grading standards with the teacher. After CLC reviews and evaluates, a written explanation letter will be issued.
八, Refund Policy
Based on the Regulation of Continuing Education, Students who withdraw the course will be subjected to the following refund policy :
- Before the course start: Full tuition refund.
- Before passing 1/3 of the course: refund of 2/3 tuition.
- After passing 1/3 of the course, but not more than 2/3:refund of 1/3 tuition.
- After passing 2/3 of the overall course:Non-refundable
- If the student being notified as an illegal employee, or violates other law, the students cannot continue to study and the tuition fee is non-refundable.
- If the student successfully applies for a degree in our university, the refund of the course fee will be handled as a special case.
Students who meet the above refund qualifications must go to the counter in person with their “passport” and “payment receipt” to complete the refund procedure. Please note that the process will take about2 weeks, the refund can either be picked up in person or transferred into the designated bank account. Other relevant fees (i.e. registration fees, books, etc.) are not refundable.
- Students will bear the remittance fees and exchange rate.
Recreation Lounge Rules
In order to provide the students with leisure and networking needs, a recreation lounge is opened in the Atrium of Department of Chinese Literature, in order to maintain the cleanliness and comfort of the lounge, this notice is made for mutual compliance.
- The hall is only for the use of the Department of Chinese Language and Literature and CLC.
- Opening hours:All day
- Please guard your own belongings. We will not be responsible for any loss.
- To maintain the cleanliness of the lounge, please independently dispose the waste to the trash cans provided on each floor.
- Smoking and talking loudly are prohibited in order to keep the room clean and quiet.
- It is forbidden to bring prohibited items inside.
- In case of violation of the regulations mentioned above and the rules of National Quemoy University, National Quemoy University has the right to forbid the student to use the lounge and discuss the punishment.

Applying for Foreign Students Work Permit
Application documents and precautions for students
- Applicable people:
- Foreign students studying in the public or registered private college in accordance with “Regulation for International Students Undertaking Studies in Taiwan”
- Overseas Chinese students in accordance with “Regulations for Overseas Chinese Students Returning for Education and Counseling”
- Hong Kong and Macao students enrolled in accordance with “Regulations for Hong Kong and Macao Residents to Study in Taiwan”. Or students attending technical training class conducted by the OCAC.
- Documents to be prepared :
- Application form. (The application for permission must be approved by the school and confirms the student’s qualifications, and the application form should be stamped with the stamp of the school counseling unit and the signature of the unit supervisor.)
- A photocopy of valid passport.

- Declaration of reissuance with the stamp of school counseling unit.

- Other relevant regulations:
- The maximum approved period for work permit application of foreign students, overseas Chinese students and Chinese descent students is 6 months. The longest hours per week are 20 hours except for winter and summer vacation.
- For those applicants who are against the above regulations, the agency may revoke their work permits in accordance with Employment Service Act. Further, for those who work for others without applying for work permit by regulations will be fined between NT$30,000 and NT$150,000 in accordance with Employment Service Act.
- The words of “This document is in conformity with original” shall be noted on the photocopy of information document and certificate with seal or signature of the applicant.
- Based on the “Permission and Administration of the Employment of Foreign Workers”, overseas Chinese students, ethnic Chinese students and foreign students who study in Taiwan to pursue formal education system may submit application to the agency after enrollment. However, those foreign students who study language courses in Taiwan for less than a year may not submit application.
- Students who are under suspension or dropped out from school shall return the work permit to counseling unit of the school even if the work permit hasn’t expired.
- The validity of work permit applied at the first semester is 31 March at the second semester. The validity of work permit applied at the second semester is 30 September at the same year. However, the work permit application for semesters or school years for which a photocopy of student ID with registration seal of next semester under application period or registration proof is not subject to the period limitation mentioned above. The longest permitted period can be 6 months.
- Those applicants who would like to pick up in person shall fill out the ” Declaration of Collecting Documents in Person”, submit application and pick it up with pick up receipt at designated counter in the agency at 10th Floor, No. 39, Sec. 1, Zhonghua Rd., Zhongzheng Dist., Taipei City. The overdue one will be mailed by registered mail by the agency.
- Please call (02) 89956000 for any enquiry. Note: Based on “Regulations for Overseas Chinese Students Returning for Education and Counseling”, overseas Chinese students who voluntarily transfer to other schools or take further study at cram or continuation school, continuation education department, Open university or college (night school included) shall not apply for work permit.
十ㄧ、Foreign students, overseas Chinese and students of Chinese descent who apply for work permits will be exempted from attaching the required documents other than the application form and passport copy from March 23, 107. However, depending on the special circumstances of the case, students are requested to attach relevant documents.

1. Opening an account in the post office:
Present a valid residency permit (ARC) or basic data sheet of ROC unified card number (you can consult to the immigration office), passport and first deposit amount.
Applicants without a valid permit are required to present a“Record of R.O.C. ID Number form”(available upon request from the branch offices of National Immigration Agency;inquiry hotline:02-2388-9393;0800-024-111).
All post offices in Taiwan are available for applying with the above documents and more than NT$10 dollars. Otherwise, two application forms and one deposit order are required be filled in when applying.
※ On the new account application form, you can check whether a debit card is required. After the account is opened, the applicant can obtain an ATM card and passbook.

一、Eligibility for insurance: International students who hold an ARC and have stayed in Taiwan for six months should enroll for National Health Insurance. (※Residence for 6 months: after entering Taiwan and staying continuously for 6 months, or having been out of the country once and less than 30 days, the actual period of residence minus the date of departure will be counted as 6 months.)
二、Health insurance fee:NT$749 per month.

三、To enroll the health insurance, please complete the application form attached with a 2-inch colored photo, one photocopy of ARC(front and back)and passport, submitting to the office of National Health Insurance Administration, Ministry of Health and Welfare.
